remove all support for creating metalinks

A previous commit disabled them unconditionally, this commit removes the
code to make them and some more tests.

Move some tests to test against amd64 instead of i386

This is not strictly required, but is future-looking since in focal and
later we no longer support building i386 images at all.

Remove remaining overlooked references to xenial for ubuntu-touch

Only ubuntu-core is built for xenial, not ubuntu-touch. Ubuntu-touch is
also entirely obsolete, but we will deal with that separately.

Restore bionic PROPOSED=0, accidentally dropped when obsoleting trusty+xenial

Merge remote-tracking branch 'origin/obsolete-trusty-xenial'

Remove a condition that is now always true '(>= bionic)'

Drop support for trusty and xenial (except xenial for core16).

debian-cd has dropped support for building any images older than jammy.
Here we follow partway, dropping support for images older than bionic.

This also drops support for powerpc, which was last available in xenial;
and amd64+mac, which was last available in trusty.

It furthermore drops support for metalinks, which were only used in xenial
and earlier; and does not expect wubi as a download artifact.
