Description of the change

Hi,

I've made a couple of modifications to use a config file and try to fix the debian packaging
along the way.

I've use the python-openstack-common code since it is doing all those thing the
right way. I've check the licenses with people on the #gnu channel on irc
and they said the it's compatible.

Tell me what you think or if I need to change something to get it merge.
