Description of the change

Manual provisioning isn't going to be ready for 1.16. I want to keep the docs there so we can maintain them as the feature evolves. I've beefed up the warning, please ensure this is merged before 13.10 is released, thanks!

12 <p>Manual provisioning enables you to run Juju on systems that have a supported operating system installed. You will need to ensure that you have both SSH access and sudo rights. It is not necessary to have a password-less login, however it will improve the experience by reducing the need for repeated logins.</p>
