Unify gpg and smime sign and encrypt options into two. There were two sets of
options, one for PGP and one for S/MIME. Now there's one set of options for
encryption and signing that is independent of the protocols used for them, as
suggested by Guus Sliepen in his 2009 "Security Audit of the Secure List
Server, Part II".
