Make octavia ovn provider optional

We currently enable the octavia ovn backend by default for
deployments using ovn but this does not work for all
releases so we need to make it optional. We now require
--octavia-ovn-provider to enable octavia ovn cms.

Add new --create-model option

We currently have the ability to name a bundle with --name and this
is typically used in conjunction with a model of the same name. To
save time we now add the ability to autocreate a model of the same
name as --name and switch to it so that it is all ready for when we
want to deploy (and even easier if we use --run to autodeploy). If
the model already exists we switch to it and if it is already the
current model we skip and continue.

Add support for bundle overlays and reorganise

This repository has been reorganised to simplify use and
ease of extending. The top level contains one directory
per technology that is to be deployed each now leverages
bundle overlays to provide a pluggable architecture for
features. Each top-level dir contains a basic bundle
aimed at providing the bare minimum required to deploy
that technology and the user can then use
generate-bundle.sh to overlay extra features and config.

Extra features include the ability to replay (--replay)
bundles and auto deploy (--run) as well as a new
kubernetes top-level addition. You can also name
deployments (--name) so that you can create multiple
without colliding with others.
