This reverts commit 47d27f27577742dc486a9ad8ce439ae6f7f40dbb.

Revert this SAUCE patch that may break user-space (modprobe) and it is
not suitable for hwe kernels.

Keep in mind that we do not enable Rust support in hwe kernels, so it is
fine to drop this patch for now.

Revert "UBUNTU: [Packaging] ZSTD compress modules"

This reverts commit b2638e9702b4454f4bd79faf65b56e92cf426f77.

Disable ZSTD module compression during packaging that may cause
breakage in user-space, because all kernel modules will be renamed from
.ko to .ko.zst, so some scripts/tools/binaries relying on the ".ko"
naming may stop working.

The kernel can still support ZSTD compressed modules (via
CONFIG_MODULE_COMPRESS_ZSTD), but our shipped kernel modules will be
just regular .ko files.
