On Ubuntu Core run the predictable names tests on UC20 or later
and on other systems test on 18.04 or later.

networking: test for predictable interface names

Although this is something that has not happened in previous UC
images it was noted that network interface names really should be
predicatble. For some reason UC16/18 gadgets disabled this via
kernel cmdline. This was fixed for UC20.
