Fix: don't need wrapper_common in hooks

We do need wrapper common during normal invocations to get the
full environment setup, but during install when the configure
hook is called it is not needed. This blocked sideloading of
devmode snaps when the content interface would not be automatically
setup.

Using "checkbox-cli" does not work in non-classic

Due to the order of PATH variable in confined checkbox snaps
using the same name for the wrapper script as the underlining
binary does not work - changing back to checkbox-cli-wrapper
