Merged irc-client.
A new lookout.services package contains an 'irc' module with a simple
IRCClient, based on the code from publishbot. In addition, a new
ConfigurationResource has been added to lookout. testing. resources, for

configuration module contains load_configuration and
get_configuration functions that can be used to load configuration and
retrieve it for use in application code. In addition, a new
lookout.testing module contains a LookoutTestCase base class for test
cases and test resources to manage temporary files and mocking of
