Do not unconditionally install snap packages

On install a snap package if its debian package counterpart is
installed. If the snap package is already installed the behaviour is
unchanged and the snap is refreshed.

Fix crash when checking section

Snap packages don't have an "installed" property. Check if the property
exists before checking the section to fix a crash.
