Merge lp:~jelmer/openlp/vcs-field-uses-insecure-uri into lp:openlp/debian-package

Use secure URI in Vcs control header.

The lp: prefix gets expanded to http://code.launchpad.net/ for
users that are not logged in on some versions of Bazaar.
