Merge lp:~jelmer/meta-lp-deps/bzr-svn-reqs into lp:meta-lp-deps

This adds the required dependencies for building subvertpy (used by bzr-svn) to launchpad-developer-dependencies, in preparation of the work that mwh is doing to support Subversion imports in code hosting using bzr-svn.

launchpad-dependencies does not use XubuntuY versioning, as we are its upstream, not Debian. Please amend the version to 0.57. That aside, +1.
