Merge lp:~jelmer/launchpad/testr into lp:launchpad

Add a configuration fiile for easier use with testrepository.

test_id_list_default defaults to '' anyway.

You may be better off with
test_command=./bin/testt --subunit $IDOPTION
test_id_option=--load-list $IDFILE

- I think bin/test has a load-list option now (Jml and I put one
together a while back). This will be more precise at loading things.
