Commit message
[r=sinzui][bug=860076] Update to a newer version of bzr-svn, fixing several tags issues.
Description of the change
Update to a newer versions of bzr-svn on Launchpad, which is compatible with the current version of Bazaar Launchpad is using.
This was a regression that was introduced when a newer snapshot of Bazaar slightly tweaked its API for merging tags, which was not covered by bzr-svn's testsuite.
