jenkins LTS-2.107.3 can't be installed.

https://issues.jenkins-ci.org/browse/JENKINS-51226 has a potential fix.

In the mean time, provide a testbed for it where official or locally built
packages can be tested.

I.e. we install 2.107.2 (and fail to start it) so its war file can be used
to build (make deb BRAND=./branding/jenkins.mk BUILDENV=./env/release.mk
WAR=/usr/share/jenkins/jenkins.war) a jenkins package that can be installed
with apt-get install ./target/debian/jenkins_2.107.3_all.deb to test fixes.
