Without debian/source/format, quilt patches are not applied by
the build system. Note, that ubuntu branches with quilt 3.0 have quilt patches
applied to source, but this repository stores them unapplied.

add the replace-commands and replace-service-cmd patches

After 'quilt push -a', then 'make man' will work.
Ie, after patches are applied the Makefile knows how to set
up the RUN_ENV (run environment).

These patches cut out the elb-cmd middle man.

Makefile: ignore the 'elb-cmd' as a binprog

The elb-cmd wrapper utility will be replaced entirely.
Instead of using it, scripts will call 'service' directly.

Make man page generation work

This adds 'name2desc' and 'xhelp2man'. See the notes in the README.source
about how name2desc was created.

Also, note that 'xhelp2man' has some tool-specific data in it,
Remember to update it's urls and also other places when copying to another
tool.

At this point, the following is functional:
  AWS_ELB_HOME=$PWD JAVA_HOME=/usr make man
