phased-updater: create SLOW_PACKAGEs for openssl with an increment of 5.

We don't want regular openssl updates to propagate too quickly as they
are fairly risky. We don't want to use the very slow phasing of grub and
secure boot either because the risk of bricking machines is lower.

Moreover, the various increments correspond to as many completion times:
- 1% => 554 hours = 24.75 days
- 2% => 294 hours = 12.25 days
- 5% => 114 hours = 4.75 days
- 10% => 54 hours = 2.25 days

A 1% increment would require close to 4 weeks to complete and it is very
likely that an openssl security update would be released in that
timeframe and would fast-forward the phasing, effectively causing the
last increment to be large, probably around 40%.

This commit introduces MEDIUM_PACKAGES and PUP_MEDIUM_INCREMENT in order
to use a 5% increment by 5%. It is possible that 2% appears to be a
better choice, or something in between. I don't have any a priori
preference.
