Description of the change
It's not clear when we should use ubuntu-release and when we shouldn't. Would it have been ok to move this hint there when I updated it?
It's also not clear when it's good to leave the old version in the hints file. Nothing in cosmic excuses references the old version right now.

I always move hints to ubuntu-release when updating them.
I also always leave the hint in place for the current release pocket version, so that if any dependencies of this package are uploaded while the -proposed version has not yet migrated, they will not be blocked by the failing test.
