osmosis was never built on i386

The python packages are arch:all but there's no guarantee those are installable on i386. They count as a regression because there was a pass years ago, then the autopgktest was dropped, and now it has been readded.

These hints can be dropped once the packages migrate and we are able to do a migration-reference autopkgtest run.

oops sorry, marked approved based on the commit description; but we generally want per-arch badtest hints here, not skiptests, just in case.

I'll double-check this list of packages and land the changes manually rather than merging this.
