Adds an admin tool to Glance (bin/glance-admin) that allows
a user to administer the Glance server:

* add images
* update image metadata
* delete images and metadata
* delete all images (clear)
* show an image
* list public images
* show detailed info on public images

Adds documentation for the tool and cleans up a few issues
that came up in initial testing.
