Updated job relationships to what have been agreed in today's standup.

- ISO validation jobs triggers default job unconditionally.
- Default job triggers all other jobs only if it passes.

Replaced UTAH logs script with custom commands

Not everything in the UTAH logs script applies to ISO validation, so now only
the useful part has been added to the job directly.

Static ISO validation output redirected to "log" file.

The "log" file is required to exist for the logs script to work correctly.

Added call to utah logs gathering script for ISO validation job

Since log filename is printed to stdout using the format expected by the script
(a tab as a prefix) this works the same way as for the client output.

Moved artifact section to base template

The reason for this is that both ISO static validation and smoke tests generate
xml files.
