The option to specify a minimum_speed in the ice-ocean interface parameterisation is now optional. There is a default value if the option is not present.

Added the option to specify the minimum speed in the melt rate calculation.
Note this defaults to 1.0E-3, which was the hard-coded value up until revision 3632, and will allow flmls without the option to continue to run as expected.

Caveat: Note that the hard-coded value was changed in 3633 to 1.0E-5, and then again in 3634 to 1.0E-4. I think the commit of 3634 was intended to bring the value back to 1.0E-3 (since the commit message was 'Speed was correct before'). This commit brings the default value back to 1.0E-3.
