Bump version number to 3.0 to ensure smooth upgrades from unity-lens-help.

Description of the change

Bump version number to allow smooth upgrades from the old unity-lens-help.

The unity-scope-manpages binary package used to be provided by the unity-lens-help source package, which was up to version 1.7.1 in the Raring archive, and 2.1 in upstream releases.

Using 0.1 as the version number for the separated scope resulted in it failing to upgrade. At didrocks' suggestion, I have bumped the version number to 3.0 to ensure it will upgrade smoothly.
