Change the date range we run zdump on to cover only the signed 32-bit
time_t values. This should ensure we get the same failures on both
32-bit and 64-bit systems.

Refactor test_zdump.py to call zdump during the tests rather than
relying on the dump file created by gen_tests.py. The gen_tests.py
script has been removed now as it is no longer necessary.

This also fixes a bug with the previous version where it only ever
tested a single conversion (bug #330459).
