Ensure that the maintainer is valid according to the changelog spec.

dpkg-parsechangelog expects a full "Name <email>" pair in the trailer.
If it's not there it will complain, and sometimes fail the build.

The Maintainer info states that it is expected to be "Name <email>", but
we can easily accommodate other formats by just fixing up input that
doesn't match.

This adds a possibly superflous assertion that checks that the output
is always sensible.
