Check in scripts for Cloud Archive version tracking.

Two scripts to help track versions of packages as they make their way
into the Cloud Archive:

  gather-versions.py: Gather version info from 4 locations for a given set of
                       packages and save as JSON in a specified directory.
  ca-versions.py: Using saved JSON, generate a static HTML report or run a check
                  for packages that have been updated in Ubuntu but not in the
                  CA.
