    - debian/tests/*-plugin: Replace nicira-plugin with vmware-plugin
    - debian/control:
      + Change neutron-plugin-nicira to transtional package
      + Add neutron-plugin-vmware package which breaks/replaces
        neutron-plugin-nicira package.
