Added better error handling for local sites to be built in the installer. fixed a few bugs with the testing for the local sites

allowed for easy customization of the installer:

added a directory databases/plan databases/qualify databases/manage. if there are any files *.sql in these directories, then they are run after the initial site pre-population

added direcotires databases/sites/plan, databases/sites/manage, databases/sites/qualify which if they exist and contain the file pages/config.values.php are used as the site file
instead of the default wamp site

moved webapp to home, and added optional directory althome. if althome exists and contains index.html, it copies it to webapp to be the home page for the ihris suite. otherwise home is copied to webapp and used as the home page
