With Abel, implement sort ordering on the patches view.

* lib/lp/bugs/browser/bugtarget.py
  (BugsPatchesView.batchedPatchTasks): Pass orderby parameter.
  (BugsPatchesView.shouldShowTargetName): New name for
  context_can_have_different_bugtargets, and remove property decorator.
  The new name is so we can take advantage of the sortwidget macro's
  soft expectation of a method with this name.

* lib/lp/bugs/templates/bugtarget-patches.pt: Add sort form.
  Adjust for above method rename.
