We Depends on linux-base because of linux-update-symlinks and
linux-check-removal. Those have been introduced in a version later than
4.0ubuntu1, which shipped on Xenial.
The unversioned Depends makes some upgrades to Bionic and installations of
linux-hwe-edge to break because those tools are not found during the configure
phase.

UBUNTU: [packaging]: do not build host tools on hwe-edge
When syncing from the master kernel, do_tools_host = true for amd64, but we
don't want to build that. do_tools_common should be guarding from that, but for
now the rules are not doing that. So, we set it to false on hooks.mk, so we
won't try to build that package.

UBUNTU: Packaging: update flavour-control.stub for signing changes
When signing we now produce a linux-image-unsigned package, with
linux-signed producing the linux-image package with a signed
kernel. Along with this the base modules are split out into a
linux-modules package, and linux-image-extra is renamed to
linux-modules-extra. Update the control stub for these changes.

UBUNTU: Packaging: Do not build snapdragon packages
The Bionic/18.04 master kernel is now producing the kernel for
snapdragon. In Xenial/16.04 this is still a separate kernel/tree.
So we have to drop snapdragon related elements when automatically
syncing the build options.
