Added in command line version of audit_report. You can run it from the pages directory of a site with: php index.php --page=/audit_report/DISTRICT_ID

Added in dangerous script that will re-id all the record/entry values in a site. After running this you will need to drop all form caches and then re-run all the reports. This should never be done on a live site, only on a backed up copy. This can seriously damage a site if something goes wrong.

Added in migration script from Tanzania for importing data from separate hippo_ table caches to load into a single site. This will need to be customized to include everything necessary in Uganda, but is here for the initial example.
