Move the timeouts of the mysql init script to /etc/default

Create an /etc/default/mysql file with default timeouts for the start and
stop script in /etc/init.d. the init script will try to read the file and
if it has numeric values it will take these as defaults.

Do not stop or start the server on install or remove

Modify the postrm script so it doesn't stop the server prior to
upgrading, and modify rules so when update-rc.d is called as a
consequence of dh_installinit, the service is not started or restarted.

Remove updates to the privileges databases at configure time.

At configure time of the server package, a lot of checks are performed on
the sanity of the current installed set, and among other stuff an
administration user was created.

Remove all of this except for a call to mysql_install_db, which creates
the pristine databases if these didn't previously exist, and is inocuous
if the databases already existed.

Also remove a check on /etc/mysql/ that returned a bogus error on
install due to the lack of this directory.
