finished full rewrite of writeTag including a test and debugging tools

This commit represents some pretty dramatic changes to
WriteTag.hs and a whole bunch of other stuff. I have no idea
at this point whether it does any more than pass its own
tests, but it does do that.

  size. (Changing tag size still doesn't change padding, which
  seems like it should be fixed as dangerous.)
