Network Support addition to Scale charm

Adding isolated network for Spectrum scale storage.
Achived it by using extra binding support from metadata.yaml file.

Updateing Spectrum Scale client charm matadata file

To Scale the Spectrum scale cluster we need to make
Spaectrum scale charm as independent charm.
We have removed the subordinate flag from it.
So now Spectrum scale charm can be deployed without
nova charms too.

Updating the Status in charms to make it more readable

As per last review comments we are modifying the charms so that user
will able to get the status of charm in easier way. Also we have some
blocking point, without fulfilling it's requirement it will not able
to execute the charm.
