d/i/h/klibc-utils: Fix compatibility issue with busybox and improve verbose debug output.

Currently in the case of busybox being installed we generate a lot of unecessary screen output with
```
Calling hook klibc-utils

cp: not replacing '/var/tmp/mkinitramfs_F62WEu/bin/cpio'

this issue is related to https://salsa.debian.org/installer-team/busybox/-/merge_requests/12

This commit adds some debug output and solves the current logic bug where we test the existence of the binary in `/sbin` but try to install into `/bin`.
