Additional cleanup of temporary downloads from apt-stresstest runs

When apt-stresstest takes longer than the configured timeouts,
temporary downloads in /tmp aren't cleaned up and could eventually
fill up the available disk. Instead, ship out an additional cron job
to help clean these up.
