Match changes that Brian did at lp:~brianaker/drizzle/fix-libdrizzle-version

The variable name is now LIBDRIZZLE_LIBRARY_VERSION
The version is 4:0:0
(This builds the libdrizzle-1.0/ sources. libdrizzle-2.0/ is vanished
from configure.)

autoreconf -Wall creates a lot of trouble on (K)Ubuntu 11.10.
Removing -Wall helps.

Initial import of the loitsut core scripts. Subdirectory hingo/ contains the
loitsut-mepsql-bbslave.sh just for example purposes.

The loitsut and loitsut.sh bootsrap process should work quite universally, but
the loitsut.install script was only tested on Ubuntu so far and will need
modifications on other distros.
