merge upgrade-config-defaults, config values are lazily instantiated. [r=bcsaller,fwereade][f=900560]

Previously configuration values where prepopulated from defaults, now
values are lazily computed from explicitly set values, and defaults.
For charm upgrades config values not explicitly set will recieve now new
charm defaults.
