Configure/make: 'make refresh-lang' will re-create all '*.mo' files.

The configure/make systems have been revised. Changes are about language handling. Now it works like this:

1) 'make lang' will update translations and create missing po files.
2) normal 'make' will create <lang>.mo files; they are no longer created at install time, this should make it easier for packagers.

CAVEAT: Changes in code that involve translated messages now REQUIRE re-building .po files with 'make lang'.
