Fixed dpkg-architecture call but still haven't figured out how to compile for i386 on an x86_64. :(

Catch and ignore failure of mv command if lib64 doesn't exist (i.e. if we're building for i386).

Removed enabling of lib{tiff,jpeg,png,z} as these only seem to be used in the test binaries not the library itself.

Added a mv command to the end of the install rule in debian/rules to rename debian/tmp/usr/lib64 to .../lib
