kernels: release copy-forward kernel in step with primaries

gcc-9/binutils -- remaining failures are kernel related

The issues here are related to missmatch of dkms package versions with
the kernel. We should skip that part of the test (but currently do not).
There are no other failures for these packages for force-skiptest then.
