Improved wording of 'report a bug' footer text.

This is the same change as was done for the saucy series, just now being done for raring.
I will try to make time to merge this and then update the master source for help.ubuntu.com (including the similar change to the serverguide footer). It is the master source for help.ubuntu.com that launchpad picks up one per day and publishes. Reference:
