A recent change to zaza-openstack-tests switched the tests from using
OS_TEST_HTTP_PROXY to TEST_HTTP_PROXY *1. This has caused some failures *2
as osci is still using the old variablr.

Rather than asking git what the commit message
of a commit is, we should use the commit message
passed in via Gerrit, if available, to ensure that
built charms can also have their dependencies updated
via the commit message magic.
