Update ksv3 specs to use a domain scoped token for some clients on liberty
as the policy.json the charm installs for liberty does not allow domain
level operations with a project scoped token.

To check the version of OpenStack deployed a number of functions around
calculating the OpenStack revision have been moved to the mojo_os_utils
library.

Correctly scope keystone sessions

When using Keystone v3 the token used for access needs to be scoped to
the correct project or domain. When accessing information about all
projects or manipulating domains a domain scoped token is needed. This
change ensures that sessions are correctly scoped for their purpose.
