alarms: Make alarms persisted and add missed alarms notation

This stores the alarm state as well as the alarm and snooze time
to gsettings. This alllows us to tell the user about missed alarms.
A user could miss alarms for two reasons:
 - Clocks wasn't running when the alarm went of.
 - The user didn't stop the alarm within "ring-time"

This also adds the baseline for starting Clocks via systemd user .timer
units by making Clocks checks at startup if any alarms need to go off.

As a side effect: closing Clocks doesn't stop an alarm and when Clocks
is reopend within "ring-time" after an alarm or snooze the alarm starts
ringing again.

Activate alarms using systemd timers

This is a reworking of the way that alarms are activated, which allows
for alarms to be sounded when Clocks is closed. The way it works is like
this:

When the session is started up, a small binary is invoked which starts
gnome-clocks just enough to load the list of alarms, create transient
systemd units for them, and then exit. These units are created, updated
and destroyed when the alarm is edited in the UI.

To fire an alarm, we start the same small binary which invokes a GAction
on gnome-clocks to ring the alarm in question.

After this commit, Clocks depends on systemd in the session for its
alarm functionality.

Set DBusActivatable in (renamed) desktop file

Rename our desktop file to org.gnome.clocks.desktop and add
DBusActivatable=true.

This allows us to be launched directly from the shell by way of D-Bus
activation (instead of going via the launcher binary).
