  * New upstream release
   - Fixed echo c|grep '[c]' would fail for any c in 0x80..0xff, and in many locales.
   - Fixed grep's interpretation of range expression is now more consistent with that of other tools.
   - Fixed grep erroneously returned with exit status 1 on some memory allocation failure.
   - Fixed getcwd test
   - Updated gnulib submodule to latest
   - Removed syntax-checking sc_tight_scope rule, it's now provided via gnulib's maint.mk.
