update-motd: use a marker file to hide esm updates information

Instead of a flag passed to the script, check for the existence of a
marker file coming from the Pro Client. This implements the same control
level for both tools.

do not translate variable name in data script

The package-data-downloader script has an associated template that
requires a variable named "packages" to be replaced. That variable is
being incorrectly translated for some language, causing the script to
crash. This change in the translations will fix this issue.
