- d/control: add breaks/replace for move of mgf1 to libstrongswan

This moved from libstrongswan-extra-plugins (added on last merge due to
upstream building it now) to libstrongswan (we now follow Debian).
That is case #9 of https://wiki.debian.org/PackageTransition
Therefore we need:
1. libstrongswan-extra-plugins -> breaks older libstrongswan
2. libstrongswan -> breaks&replaces older libstrongswan-extra-plugins

Of these #1 is covered by break/replace we already added for our
alignment of ccm/test-vector, but #2 is not and hereby added in this
commit.

(droppable >18.04 as the upgrade last path with the old file location
is gone then)
