d/control: depend on llvm-14-dev/clang-14, not ready for v15 yet

In the full archive rebuild postgresql14.5 was found broken.
But that was due to a very agressive move of llvm15 very late in the
cycle, gladly kinetic contains both and due to an unknown amount of
further issues it is much safer to set this explicitly to llvm-14-dev
for now.
