debian/iscsi-disk.rules: append to SYSTEMD_WANTS, rather than truncate.

Previous version of this udev rule did
 ENV{SYSTEMD_WANTS}="iscsid.service

That would truncate the SYSTEMD_WANTS for the device. The problem
was exposed when we had LVM devices on top of an iscsi device.

handle iSCSI iBFT DHCP to correctly run ipconfig to gather all DHCP config
info, including DNS search domain, which iBFT can't provide.

debian/tests/test-open-iscsi.py: collect artifacts

This just adds function to the tgt-boot-test to put its collected
files into the artifacts/ directory. They'll then be inspectable
after a run.
